    ***** I have added the receipts I have from Frank. I also attached photos of the original structure where he was suppose to pull the existing flat roof up and repair the wood 2x6's by sistering them up between new wood. The photo shows the wood from the flat roof attached to the wood that holds the pre-existing ceiling for my room. I also shows the wood he used to frame the ceiling for the new room. These are original photos taken prior to any repair work. The work was never performed by this company. I have paid him 3500.00 for this work that I want back unless he can provide proof of work. I'm willing to show someone from the BBB the finished product on site with this work not being performed. He also owes me 220.00 dollars for the permit license because his check to the town bounced. ***** ***** from the town of guilderland building/ zoning department can confirm this. I want 3720.00 back from Frank for work that he did not perform and permit fee that was never paid.

    BBB spoke to the business owner and the following was relayed: The job has been completed in full.  He has paid me in full.  No refund is warranted.  He had no right to call the inspector.  It was my permit, and it was my right to call the inspector, not his.   The transition between the 2 buildings where the new addition meets the old house is completed.

    Good Afternoon. For clarification the refund requested for the work that was not performed to repair damage to overhang and rafters and I have provided photos in the original complaint to support this claim. Additionally, I have included an email form the Town of Guilderland inspector stating the final inspection for the work did not pass. This was performed after frank walked off the job stating that he had finished all work. This includes the need for a final electrical inspection that was not performed which is required for a certificate of occupancy. The certificate of occupancy is the governing authorities way of saying the work was completed. Since myself and the Town of Guilderland have both agreed the work was not completed I do not understand how Frank can claim that it was. As far as the issue of me contacting the inspector. I have every right as the homeowner to contact the inspector. This was also confirmed with *** the inspector from the Town of Guilderland. They were taken back that Frank has this attitude and is frankly the thought process of someone performing subpar work.  Confirmed by the failed inspection. I have only asked for the 3500 dollars I gave him after he begged for an early final payment so he wouldn't be homeless. I have already reached out to the Town of Guilderland building and zoning indicating that F.B. general contracting has been fired and is not allowed on the property. I am in the process of obtaining a permit for myself to finish the work. This was after the town informed me that the 220 dollar check for the permit bounced and I'm on the hook to pay it. Also, after Frank walked of the job. Frank is not allowed on my property and the cops and my family are on the same page.....if he steps foot on my property that he is to be removed by the police. I want the 3720 dollars for the work not performed and the cost of the permit that I now have to pay again. If Frank does not agree I will be adding the cost of materials needed and my labor to finish his work. As well as the fee required for the final electrical inspection.

    BBB spoke to the business and the following was relayed: The check for permit did not bounce.  The first one did not clear because of lapse.  the permit was paid or they wouldn't have given it to me. I put a floor in the existing part, the master bedroom, and didn't charge him for it.   This guy is mad that I finally told him off after he was breathing down my neck since day one.  I was not fired, the job was completed and I was paid in full.  Please do not bother me again with this.  This is nothing else I can do for you.   The picture attached to this complaint is a BEFORE picture.  It was completed. This job has been completed!  Ask ***** from the permit office!

    I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint.  Regards,  ******* *******  Frank Below. Specifically stated to ask ***** the inspector. If he cared at all I believe he would have read the previous attachments. One is from the inspector ***** ******* from the building and zoning department for Guilderland New York. It specifically calls out the failing points in the inspection. I will open up my section of roofing and update after the weekend with current time stamped photos from my phone of the work that was not completed. I will also send my email correspondence with ********** ***** (Chief Building and Zoning Inspector for Guilderland). In this email she explains their issues with Frank and his bounced check. I would like Frank ***** to be removed from being BBB accredited. I have provided physical, tangible evidence to support my claim and Frank has not. If work was completed a certificate of occupancy would have been issued one copy would have to have been sent to him as the permit holder. Can he share this nonexistent document with us? I also stated the final electrical inspection was never performed. Can he provide a copy to support his claim? As far as the floor is concerned my wife and I both told him to not perform the work because at that point we realized how he was going to do a subpar job in our eyes. We have thermal insulation we wanted to lay down when we did the work ourselves to provide a more high-end flooring. Now we need to rip it all up because he left it uneven. If Frank cannot support his claim, please remove him from his BBB accreditation to prevent the same thing from happening to another person.

    Response taken by phone:  He would not allow me on the property to call in the final inspection after I finished the job. He had paid for the job in full.  He called the inspector for my final inspection and had no right to.  I don't owe him a thing.  If he wants me to come back and do additional trim work, I will but I was told not to come on the property.
