  HELLO AUG OF 2021 I DECIDED TO HAVE A PIECE OF EQUIPMENT MADE. I CONTACTED A LAWYER AND HE ADVISED TO FIND A MECHANICAL ENGINEER AND HAVE IT DRAWN UP. I DID AND FOUND **** ****** FROM KEMPER ENGINEERING OF BR. I MADE AN APPOINTMENT AND MEET HIM AND HIS TEAM. THEY INSURED ME THAT THIS WOULD BE A JOB IN THIER SCOPE OF PRACTICE. HE SENT ME A CONTRACT AND AGREED THE WORK WOULD BE DONE IN ABOUT 2-3 MONTHS. I MADE A $2200 FIRST PAYMENT ON THE PROJECT WITH OTHER MONEY PAYABLE AS WORK PHASES WERE COMPLETED. I HAVE THE CANCELED CHECK THAT HE CASHED. HE STARTED GIVING ME EXCUSE AFTER EXCUSE FORM WE LOST OUR LEASE TO WE HAVE A PROBLEM WITH AT&T, TO I AM OUT OF TOWN ON ANTHER PROJECT. AFTER ABOUT 9 MONTHS AND MEETING SEVERAL TIMES IN THAT TIME FRAME, **** INSURED ME THAT HE WAS MAKING HEAD WAY AND WOW WHAT AN EXCITING JOB THIS WAS GOING TO BE... HE NEVER SHOWED ME ANY DRAWING OTHER THAT A FEW DRY ERASE BOARD SKETCHES. **** FINALLY TOLD ME THAT HE IS UNABLE TO DO THIS JOB AND HOW MUCH HE APPRECIATED MY PATIENTS WITH HIS ISSUES BUT HE WOULD REFUND MY TOTAL MONEY AND IT WOULD BE IN THE MAIL THEN SHOOK MY HAND. I HAVE REACHED OUT TO HIM SEVERAL TIMES BY EMAIL AND PHONE WHICH HE AGAIN SAYS HE WILL PAY ME EVENTUALLY. I FEEL THAT HE HAS LIED TO ME AND TOOK MY MONEY. THIS PERSON IS WRONG AND SHOULD HAVE TO BE ACCOUNTABLE FOR HIS ACTIONS OF TAKING MONEY AND NOT DOING ANY WORK. I THINK HE AND HIS COMPANY ARE A FRAUD. I ALSO HAVE CONTACTED THE STATE BOARD OF ENGINEERS. PLEASE CONTACT ME IF NEEDED. THANKS ****

  I read the response and I do not know Mrs. ****** *****r, if I meet her it was at the first meeting and yes there was **** and 2 ladies present.  I never talked to her since only **** so I was not ever told she was in charge of the project or anything else.  Every time I went to the office the only person in the office was **** not a single other person the lights were off in the rest of the office.  So I have no idea what she is talking about.  I was never told that I will get my money back on Sept 15.  So if there is miscommunication She needs to talk to ****.  I paid every payment that he told me to and said the first $2200 was only thing due currently.   This item unless it is a engineering term of novelty, it is a piece of medical equipment used in saving lives, not a foam beer koozie with a belt clip that they showed me at the first meeting.   Only thing is I would like my money back.   I have given ample time and again Mrs. ****** I never saw nor heard from her since first meeting if she was one of the ladies present.  So in finishing **** is the only person I ever dealt with and he never said wait you may need to talk to Mrs. ****** or she never called or emailed me about working things out if this is the high arkie in their business.  I am willing to do what ever to have my money returned, and a hand shake from **** was the agreement and we left on very good professional terms.

  Our proposal to Mr. ******* was a detailed technical document that cited his concept for development, initial literature reviews for the document, and otherwise displays information we are obligate to keep as confidential as per the NDA signed by both myself and Mr. ******* (see attached).  Similarly, our report for Phase 1 (the only thing he paid for) is all about the specifications for his project, which was the deliverable.   While we are obligated to comply with all government requests for information, our insurance company makes it clear the BBB is not a government agency and does not meet an exemption regarding confidentiality.  Mr. ******* has also lodged a complaint with the Louisiana Board of Registration for Professional Engineers and Surveyors (LAPELS).  This is the legal body that has official jurisdiction over engineers and engineer firms.  They have the power to levy fines, suspend or revoke licenses, and refer criminal matters.   This is an official investigation.  We need to confer with LAPELS as well as counsel as to what is appropriate action to not impede an investigation.
