    We built a new basement last year and purchased a modular home to mount on top of it. We hired Joe ****** the owner ** ****** ********** to install the plumbing and fixtures in the basement and upgrade the plumbing in the modular home above. We purchased a used bathtub, toilet and vanity for the basement bathroom to reduce building costs but we told by the local plumbing inspector that the bathtub was not acceptable as it did not have a CSA sticker on it. Joe ****** and his worker installed the fixtures with advising us about this issue and we were told by the inspector that we would have to tear out the tub, tub surround and drywall and purchase and install a CSA approved tub in order to pass inspection. We cannot afford to do this for many years as we have already depleted our finances on this construction project. As a compromise the plumbing inspector told our plumber to cap off the plumbing and decommission the downstairs bathroom as well as to install a missing check valve in the basement sewage pipe. It has been over one year since the work began and is still not complete. Joe ****** is evading us and telling us he is too busy to complete the job. However, we have paid him in full for his services but not received full value. He will not return our calls and has continuously disappointed us with his poor service. We can not get our occupancy permit until he is finished and has satisfied the plumbing inspection. This is a major concern for us not only because we did not receive full value for the service we paid for but also because it is preventing us from purchasing home owner insurance to protect us from potential disaster. ** **** ** ***** ********** *** *** ******* ** ******** *** ****** ** *** ***** ****** ***** ** *** *** *** **** ** ********* ** *** *******
